Paying for college doesn't need to be a barrier for foster youth in Montana. Federal funds are available to help defray the costs through a program called Educational Training Vouchers (ETV).  Foster care youth are eligible to apply for the ETV program, which provides eligible youth with up to $5,000 per year to pay for educational expenses.  Eligible foster care students are able to receive funds until the age of 26 and can receive funds for a maximum of five nonconsecutive years.  

In order to be eligible to receive ETV funds, students must have aged out of the foster care system at age 18, obtained guardianship after the age of 16, or have been adopted after the age of 16.  Students receiving ETV funds must also maintain a 2.0 GPA or higher and attend an accredited institution at least half the time.  

Students must complete the ETV application each year in order to receive funds.  The application is available on our website or by contacting Rhonda Safford by email at rsafford@ReachHigherMontana.org or by phone at (406)-495-7354.  

Upon receiving ETV funds, Reach Higher Montana will connect students with various resources on campus to help with their educational success.  Students will also have a “mentor” who will periodically check in to make sure everything is going well, answer any questions students may have, and to offer assistance if needed.  In addition to these resources, students will receive a Red Scarf Care package each year that contains a homemade red scarf and other small gifts, like school supplies, snacks, personal care items, etc.
